I've always thought that the period from high tide to low tide is the best time to fish, as the tide pulls the bait and hook further out. However, I've heard that an incoming tide is good because it brings the fish in closer. Therefore, I'm slightly confused. What's the best tide to fish?

Both tides are good and it very much depends on the place/structure.
It is best to spend time near the water and observe/fish to know for sure.

More that the tides fish by the moon, just before the full moon is the best time. Look for tide charts in meters in the area you are fishing, the higher the tide the closer to the full and new moon it will be and the better it will not go wrong one you get the hang of this.
